Revision of the Statutes goes back to 2012.  In the process, opinions and suggestions from various departments, retired leaders, party members, and faculty members were solicited.  The revised draft was presented to a conference of staff representatives for discussion on March 31, 2015.It was then was reviewed in a presidential working meeting on April 13, confirmed by the meeting of the standing committee of SHOU, and finally was sent to the Shanghai Municipal Commission of Education for approval on April 17, 2015 for the first time.  The Statuteswerechanged three times according to comments of the members of Statutes Approval Committee of Colleges and Universities Affiliated to Shanghai Municipality, and the final revised draft was submitted on December 29.

Implementation of the Statutes is an important sign of running a school in accordance with law and governing a school in accordance with the Statutes. The school will improve its corporate governance structure and perfect its internal management system in accordance with the requirements for building the modern university system with Chinese characteristics, and run the school according to law, so as to develop in a scientific manner.
